No person, firm, company or corporation shall rent or lease a dwelling as defined in the city’s Residential Building Code without first registering the dwelling with the City.

The registration form shall be maintained by the city clerk and shall contain the following: 1) owner of property with owner’s contact information, 2) resident agent with resident agent’s contact information for any property owner not residing or having a principal place of business within a 30 mile radius of the City of Russell, 3) the property address and unit type for each dwelling, and 4) such other information as the building official deems necessary and appropriate to carry out the purposes of the registration requirement.

The registration for a dwelling unit shall expire immediately upon a change in ownership of the dwelling or if one (1) or more items on the registration form becomes incorrect or incomplete. A new registration shall be filed for a change of ownership and the registration information shall be updated immediately should any registration information become inaccurate or incomplete.

Any person, firm, company or corporation violating any provision of this Article shall upon conviction be fined a sum of not less than $50.00 nor more than $500.00.
