There is hereby established for the City of Russell a board of building trades.

(a)   The board shall consist of five (5) persons, four of whom shall be representatives from each of the major building trade areas, namely; general contractor, plumbing, heating/cooling and electrical. One person shall represent the public at large and shall not be employed or directly involved in providing building contract services to the public.

(b)   The members of the board shall be appointed by the mayor with the approval by the council, and serve at the pleasure of the governing body and may be removed without cause.

(c)   Appointments to the board shall be for a term of three (3) years, except that upon organization of the board the initial appointment shall be one (1) person for a term until January 2020, two (2) persons for a term until January, 2021, and two (2) persons for a term until January, 2022. The terms for each person holding office from the initial organization of the board will expire upon the appointment of his or her successor. Thereafter appointments shall be made in January for three (3) year terms, except in the case of a vacancy.

(d)   Should any position on the board become vacant for any reason, the appointment of the successor to that position shall serve for the portion of the unexpired term for the vacated position.

The board of building trades shall annually select a chairperson from its members. The chairperson shall preside at all meetings. The board shall keep written record of all action taken and shall submit a copy of such record to the city clerk after each meeting.

(a)   The board of building trades shall determine what specific building codes, building trade codes or building safety codes will be recommended for adoption by the governing body along with the amendments to each specific code recommended for adoption.

(b)   The board will complete an annual review of all building, building trade or building safety codes and formulate recommendations for needed updates or amendments to each specific code adopted by ordinance at the time of each annual review. The annual review will be completed by September 1 each year.
