A CHARTER ORDINANCE EXEMPTING THE CITY OF RUSSELL, KANSAS, FROM THE PROVISIONS OF K.S.A. 3-113, SO AS NOT TO REQUIRE SAID CITY TO CONDUCT A BOND ELECTION TO ISSUE BONDS FOR THE PURPOSE OF IMPROVING THE RUSSELL MUNICIPAL AIRPORT.
Section 1. That the City of Russell, Kansas, a city of the second class, who and by virtue of the power vested in it by Article 12, Section 5, of the Constitution of the State of Kansas, hereby elects to exempt itself and does hereby exempt itself from the provisions of K.S.A. 3-113, and makes said statute inapplicable to said city insofar as said statutes require the City of Russell, Kansas, to hold a bond election for the purpose of issuing bonds to improve the Russell Municipal Airport.
Section 2. The City of Russell, Kansas, a city of the second class, is hereby authorized to issue general obligation bonds without an election, as provided by law for the purpose of improving the. Russell Municipal Airport. Such bonds shall be issued, registered, sold, delivered and retired in accordance with the provisions of the general bond.
