The City shall adopt, and at the Governing Body’s discretion, amend, modify and update a Personnel Policy and Guideline Manual. The manual will not create any contractual rights between the City and its employees, but is intended to explain benefits extended to City employees as well as explain some of the employee’s duties and responsibilities. No fewer than three (3) copies of the manual shall be kept in the office of the City Clerk and shall be open to inspection and available to the public at all reasonable hours. All City departments shall be supplied copies of such manual as may be deemed necessary. The Governing Body shall adopt and thereafter amend, modify and update the manual by Resolution adopted by a majority vote of the full membership of the Governing Body.
