The board of directors of the Airport Advisory Board shall constitute a body corporate and politic possessing the equal powers of a corporation for public purposes under the name and style of “The Board of Directors of the Airport Advisory Board.”

The board shall consist of five members who shall be appointed by the mayor with the approval of the council. One member shall be appointed for a term of one year and is eligible for reappointment. Two members shall be appointed for a period of two years and shall be eligible for reappointment. Two members shall be appointed for three years and shall not be eligible for reappointment until at least one year’s absence as a board member. In addition to the appointment of the members of the board, the director of public works of the city shall be an ex-officio member of the board but shall not have any voting power. Vacancies occasioned for whatever reason from the board shall be filled by appointment for the unexpired term in the same manner as original appointments. Members of the board shall not receive any compensation for their services.

The members of the board shall, at their first meeting in January of each year, organize by the election of a chairperson, a secretary and other officers as they may deem necessary. The board shall fix the date and place of its regular meetings and special meetings and provide for the manner of calling special meetings but regular meetings shall be no less often than once each month.

The board shall have the following powers and duties:

(a)   To make and prescribe rules and regulations pertaining to the use of the airport facilities and shall submit such rules and regulations to the governing body for approval and enactment.

(b)   To make recommendations to the governing body concerning the over-all operation of the airport facilities including alterations, modifications, operation, maintenance and other such matters as from time to time may be brought to their attention.

(c)   To sit as a control body for the enforcement of the rules and regulations pertaining to the utilization of the airport facilities and to make recommendations to the governing body concerning the enforcement of such rules and regulations and sanctions as may be necessary against individuals violating the rules as may be necessary for the enforcement of such rules and regulations. The board shall not have authority to enact enforcement provisions and the governing body shall have full authority for the enactment thereof.

(d)   To act as a planning and advisory board to the governing body in all matters pertaining to the airport facilities and to perform such other duties as the governing body from time to time may request or require.
