The board of directors of the municipal golf course shall constitute a body corporate and politic possessing the equal powers of a corporation for public purposes under the name and style of “The Board of Directors of the Russell Municipal Golf Course.”

The board shall consist of seven members who shall be appointed by the mayor with the approval of the council, except for the ex-officio members of the board as hereinafter set forth. One member shall be appointed for a term of one year and is eligible for reappointment. Two members shall be appointed for a period of two years and shall be eligible for reappointment. Two members shall be appointed for three years and shall not be eligible for reappointment until at least one year’s absence as a board member. A member who is -appointed to fill an unexpired three year term and who would serve more than one-half of such term would not be eligible for reappointment until at least one year’s absence. In addition to the appointment of the members of the board, the president of the Russell Men’s Golf Association and the president of the Russell Ladies’ Golf Association shall be ex-officio members of the board. In addition to the appointment of the members of the board, as herein set forth, the director of the public works of the city shall be an ex-officio member of the board but shall not have any voting power. Vacancies occasioned for whatever reason from the board shall be filled by appointment for the unexpired term in the same manner as original appointments. Members of the board shall not receive any compensation for their services.

The members of the board shall, at their first meeting in April of each year, organize by the election of a chairperson, a secretary and other officers as they may deem necessary. The board shall fix the date and place of its regular meetings and special meetings and provide for the manner of calling special meetings but regular meetings shall be no less than every three months.

The board shall have the following powers and duties:

(a)   To make and prescribe rules and regulations pertaining to the use of the golf course facilities by golfers using such facilities and shall submit such rules and regulations to the governing body for approval and enactment.

(b)   To make recommendations to the governing body concerning the over-all operation of the golf course facilities including alterations, modifications, operation, maintenance and other such matters as from time to time may be brought to their attention.

(c)   To sit as a control body for the enforcement of the rules and regulations pertaining to the utilization of the golf course facilities and to make recommendations to the governing body concerning the enforcement of such rules and regulations and sanctions as may be necessary against individuals violating the rules as may be necessary for the enforcement of such rules and regulations. The board shall not have authority to enact enforcement provisions and the governing body shall have full authority for the enactment thereof.

(d)   To act as a planning and advisory board to the governing body in all matters pertaining to the golf course facilities and to perform such other duties as the governing body from time to time may request or require.

Two family members residing in the same household may purchase an annual membership for themselves for $490.00. Once a family membership is purchased then persons less than 18 years of age residing in the same household may be added to the family membership for $60.00 per person. In addition, a family member over 18 years of age who is a full-time student and resides at least part-time in the household may be added to the family annual membership for $60.00.

(a)   Single annual memberships for an individual is $365.00

(b)   Junior memberships for youth 18 years of age and younger with play limited to Monday through Friday and after 4:00 P.M. on weekends and holidays is $85.00.

(c)   Single monthly memberships, running from the 1st day of the month to the last day of the month is $100.00.

(a)   Daily greens fees for 9 holes, $15.00, for 18 holes, $19.00, during weekdays, except holidays.

(b)   Daily greens fees for 9 holes, $17.00, for 18 holes, $21.00, during weekends and holidays.

(c)   Daily greens fees for 9 holes, $2.00 for local students with tee time beginning 8:00 a.m. to 4:00 p.m. on weekdays.

There is hereby assessed a trail fee for golfers operating personal golf carts on the course as follows:

(a)   Annual fee $90.00 per golf cart

(b)   Daily Fee $10.00 per golf cart

All such fees shall be paid in advance.
