The governing body of the City of Russell ratifies and approves the Concurrent Resolution and Joint Agreement dated April 19, 1972, authorized by K.S.A. 12-716 to 12-721, inclusive, to establish a Joint Planning Commission for the 18 counties of: Cheyenne, Rawlins, Decatur, Norton, Phillips, Smith, Sherman, Thomas, Sheridan, Graham, Rooks, Osborne, Wallace, Logan, Gove, Trego, Ellis and Russell.
